The Water and Sewerage Company Incorporated (WASCO) of St. Lucia has applied for financing from the Caribbean Development Bank (CDB) towards the cost the John Compton Dam Rehabilitation Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued.

Payments by CDB will be made only at the request of WASCO and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or any import of goods, if such payment or import to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than WASCO shall derive any rights from the
Financing Agreement or have any claim to the proceeds of the Financing.


WASCO, the Executing Agency, now wishes to procure a Project Engineer (PE) to assist with the implementation of the project components.
The PE will report to Head, Project Management Unit (HPMU). His/her duties will include, but will not be limited to:

(a) assisting HPMU with the supervision of the engineering consultants, including review of draft
specifications and drawings as well as monthly and project completion reports prepared by the
Engineering Consultants;


(b) advising HPMU on technical aspects and costs variations of construction;


(c) assisting HPMU with the management and administration of the construction contracts; and


(d) any other duties assigned by HPMU.


The duration of the assignment is expected to be twelve months.


WASCO now invites interested eligible individual consultants to submit Expressions of
Interest
indicating qualifications and experience required to provide these consultancy
services.

 

Consultants shall be eligible to participate if:


(a) the persons are citizens or
bona fide residents of an eligible country; and


(b) in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or
bona fide resident of an eligible country. Eligible countries are member countries of CDB. The attention of interested Consultants is drawn to paragraph 1.9 of CDB’s Guidelines for the Selection and Engagement of Consultants (2011), setting forth CDB’s policy on conflict of interest.


In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments.

Prospective candidates must be civil engineers with a minimum of the following qualifications:

(a) a Master’s Degree or equivalent in a civil engineering discipline,
Project Management, Construction Management or related subject together with a minimum of five years’ experience in engineering design and supervision, including project implementation; or

(b) a Bachelor’s Degree in civil engineering and a minimum of eight years of suitable experience in engineering design and supervision, including project implementation.


The Expressions of Interest must include a detailed curricula vitae and all information must be submitted in English.

One (1) electronic copy of the Expressions of Interest, as one PDF file with a maximum size of 15 MB, must be received at the e-mail address given in Address #1 below no later than
12 pm Saint Lucia local time on 5th October 2022 and one (1) electronic copy must be sent simultaneously to CDB at Address #2 below.

The e-mail subject line shall clearly be marked:
“Saint Lucia, John Compton Dam Rehabilitation Project – Expression of Interest – Project Engineer”

and the body of the email shall confirm the name and contact details for the applicant. 


Following the assessment of submissions,
the most technically capable and appropriately experienced applicants will be invited to interview for the post and, if successful, to then negotiate a contract to provide the consultancy services.


WASCO reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not engaging the services of any applicant and will not defray any costs incurred by any applicant in the preparation and
submission of Expressions of Interest.

WASCO, a water and sewerage utility established in 1999, is seeking to recruit a General Manager who is suitably qualified and highly motivated.

The General Manager will be responsible for providing the strategic, financial and operational leadership for the company and will be accountable to the Board of Directors.

Key Responsibilities:

  1. Assume overall leadership and management responsibility for all aspects of the company and be accountable to the Board of Directors.
  2. Plan and direct the company’s strategic, operational, financial and human resource functions.
  3. Direct the development, implementation and enforcement of policies and procedures which will improve operational optimisation, effectiveness and efficiency.
  4. Direct the management of the company’s human, material, organizational and financial resources responsibly, including reviews of its staff structure and capacity, to achieve its goals and objectives.
  5. Develop and ensure the implementation of a strategic business and investment plan for the short, medium and long term.
  6. Direct and coordinate the preparation of annual financial budgets with sufficient analysis to advise decisions and realise the company’s strategic business and investment plans.
    Ensure particularly:

i. the administration of the annual budgets;
ii. the timely preparation and presentation of monthly financial statements;
iii. the timely preparation and presentation of annual audited statements;
iv. the timely preparation of annual reports.

7. Direct and ensure the development and implementation of an optimal capital infrastructure programme (and to be kept updated as needs be) in keeping with the company’s strategic business and investment plan.

8. Undertake in-depth analyses regularly, to advise plans, processes, systems and decision making.

9. Ensure the company’s general, financial and operational viability including tariffication and cost containment.

10. Ensure good customer relations and the development and implementation of an effective communications programme.
11. Ensure all governance and legal obligations are undertaken in a timely and responsible manner. Observe and abide by the requirements of relevant legislations and regulations, and industry standards.

12. Ensure that in the conduct of the company’s business and relationships it is not exposed to or subjected to liabilities or legal jeopardies.
13. Maintain a safe working environment for staff.

14. Maintain good labour and industrial relations.
15. Any other duty which may be required and in keeping with the overall responsibility of the position.

Qualifications:

  • A Master’s degree or equivalent from an accredited university or institution in, Business Administration, Management, Economics, Finance or Public Administration; with at least 8 years of progressive relevant experience at a senior management position; or
  • At least a Bachelor’s degree in Engineering with post graduate qualification in management from an accredited university or institution and 8 years of progressive relevant experience at a senior management position; or
  • At least a Bachelor’s degree or equivalent from an accredited university in Business Administration, Management, Economics, Finance or Public Administration; with at least 10 years of relevant experience at a senior management position.

Career Opportunity – Senior Engineering Manager – Water Authority Cayman

 

Water Authority Cayman Invites applications for the post of:

Senior Engineering Manager

The successful candidate will manage, within current policies of the Authority,
the Engineering Services Department of the Water Authority, which comprises
the Engineering Design and Project Management Division, the Construction and
Inspection Division, and the Water and Wastewater Operations Support Division.
He/she will report to the Deputy Director and will directly supervise several
engineering managers, engineers and technicians.

JOB REQUIREMENTS:

  • A Bachelor’s Degree in Engineering (Mechanical, Civil, or similar) and an internationally
    recognized professional engineering qualification.
  •  At least 10 years’ post-graduate engineering experience with the last 7 years
    having responsible charge of design and/or construction projects for water
    and/or wastewater infrastructure, serving in excess of 20,000 customers.
  • Proficiency in AutoCAD and Microsoft Office products. Familiarity with
    ArcView and PLC programming and SCADA systems (HMI, ladder logic).
  • Excellent communication skills, including technical writing and interpersonal
    communication skills.
  • Be highly self-motivated, productive, analytical, detail-oriented, energetic
    and able to work with minimum supervision.
    The Water Authority offers competitive salaries, an international medical insurance
    plan, pension plan and generous vacation benefits. The salary range for this
    post is CI$90,870 – $124,950 (US$108,100 – $148,800) per annum.
